- ដើម្បីដឹកនាំ, អប់រំ, និងបង្កើតការងារបន្ថែមទៀតជូនមនុស្សទាំងពីរភេទ ដែលមានកម្រិតវប្បធម៌ក្រោមថ្នាក់ទី៩ចុះ។ បេសកម្មនេះនឹងអនុវត្តសម្រាប់គំរោង១០ឆ្នាំ ដោយគិតចាប់ពីឆ្នាំ ២០០៧ ដល់ ២០១៧ ដើម្បីធ្វើការឆ្លើយតបនឹងសេចក្តីត្រូវការបន្ទាន់របស់ប្រទេសជាតិសព្វថ្ងៃ។
- To lead, educate and create more jobs for both genders that are below grade 9. This mission will be implement for 10 years from 2007 to 2017 in order to meet the immediate needs of the country.

- ដើម្បីធ្វើការសិក្សាផ្សាភ្ជាប់, ផ្លាស់ប្តូរ, រៀបគំរោង និងអភិវឌ្ឍន៍យុទ្ធសាស្ត្រនានានៅក្នុងផ្នែកទាំងឡាយដែលប្រទេស និងប្រជាជនកម្ពុជាគួរតែធ្វើដំណើរទៅរកភាពចម្រុងចម្រើន។
